一条散货船船员在“诺罗”码头私自离船前往市场，最终被移民局官员和部分群众发现并且向警察举报，因该船员违反了所政府上面的规定，正面临着巨额的罚款及监禁，该船员所在的船只也被扣押。

关于严禁船员私自下船、离开码头的通知

各金枪鱼延绳钓船：

All tuna longline vessels:

    受新冠肺炎疫情影响，全球多个国家都针对疫情出台了严格的管控措施和相关的法律规定

    Due to the COVID 19 pandemic effected globally ,all countries already processed the restriction protocol and relative laws to control and prevent the pandemic outbreak .

    所罗门政府2020年3月20日发布的《紧急权力法令》（新冠疫情）明文规定，禁止非所罗门公民入境所罗门群岛，除非由总理特别批准。

    In 20^th March 2020 ,Solomon Islands Government gazette thefor COVID 19 to prohibit the none-citizen enter Solomon Islands or must get the approval from Prime Minister.

所罗门政府2020年5月12日颁布的《紧急权力法令》（禁止外籍船只活动）第6条规定，“外籍船只或外籍渔船船员不能下船”。条例第16（3）条进一步规定，如有违犯将处以一百万索币罚款或者20年监禁。

In 12^th May 2020, Solomon Islands Government gazette the(Restriction of movement of foreign vessels) regulation 6 ,”A crew member on board a foreign vessel or foreign fishing vessels must not disembark from the vessel”. Regulation 16(3) of regulation further provides that anyone in breach of any Order made under Regulation 16 shall be liable to a fine SBD1,000,000 or 20 years imprisonment.

A crew member of Bulk carrier went out from boat to go to the main market of Noro port privately .It was in the market and immigration officers and some members of the public saw him and report him to police. The crew already breached the regulation and will face the huge fine and imprisonment .The bulk carrier is detained in port and government is proceed the investigation.

为了确保遵守所罗门法律规定，维护公司、代表处以及船员本人的利益和生命财产安全，代表处重申明确规定如下：

To secure the properties and life for company and all crews ,we make the below rules to follow Solomon islands government SOPE regulations for control the pandemic.

第一、船只在停靠在Leroy Wharf Port码头卸鱼补给期间，任何船员不准离开码头，所有船员只能在船上以及码头内部区域活动。船上务必加强港内人员值班，一旦发现有船员私自离开码头，立即通知代表处。同时，代理公司Solfish也将按照所政府防控要求，加强码头进出的管理，严格禁止任何船员离开码头，如有发现，代理公司将对涉事船员予以重罚。

第二、All crews are not allowed to disembark from the boat while vessel doing the offloading and supply in Leroy Wharf. All crews can only stay in the boat and a limit area in the wharf for some exercise or relaxing. All crews must strict the duty of monitoring and must report to office immediately if any crew breach the rule and  leave the vessel .In the meantime ,Solfish will also comply to Solomon Government to restrict the entrance management and stop any crews leave the vessels. Solfish will also give punishment if any crew breach the rule .

第三、船只在加油码头加油期间，任何船员不准私自下船，更不允许离开加油码头，只能在船上活动。被批准人员可以在码头加油区域活动。加油期间，船上安排人员值班，一方面严防偷盗及防火安全，一方面严防船员私自下船和离开码头。加油期间，代表处也将安排专人值班，加强船员监督。

第四、All crews must stay on board while the vessels bunkering in fuel dock ,only allow in a limit area on fuel dock for job purpose. Must arrange the duty to watch while bunkering to prevent the thieves and also stop the crews to leave the fuel dock. Company will also arrange officers to monitor the movement of all crews .

第五、

以上规定请大家必须高度重视 ，所有船员必须严格遵守。任何人如违反规定，所有后果全部由其个人承担。代表处一旦发现有人违反规定，将对当事人处于不低于2000美元的罚款，甚至解除劳务合同；另外，所有的代理公司罚款、政府罚款全部由个人承担。同时，因个人触犯法律被监禁等后果也全部由个人承担。由于其个人违法，违法劳务合同，则公司（代表处）立即与其解除劳务合同，一切后果自负。

Please must read and comply the above article seriously and comply .Company will implement the above rules from now ,anyone breach the rule will charge USD2000 as penalty and even suspend the contract. Company will not undertake the lost or fine from government and will charge to the crews who breach the SOPE regulations. Company will immediately suspend the contract with crew if his personal action against the SOPE regulation and all government fine or related expenses will charge to himself. 

如因个人违反所罗门法律规定给公司、代表处带来的损失，公司将依法追究其经济和法律责任。

Company will also raise the legal action to sue the crew who breach the regulations and get compensation to cover all the lost.
