三月份某RO检验船船被滞留占首位


三月份经某船级社检验船舶被滞留艘次占首位,达17艘次,主要涉及货舱进水报警系统、救生艇释放、BWT airvent、引水梯、消防主管、航行计划、通风防火挡板、EFP、SEA、co2 管路等问题,下次检验应重点跟进!

1,NECKLACX, 954822X,31.12.2010,BC,51208GT,KRMSA开出14条缺陷,其中3+1(体系)滞留缺陷:

(1)SEA WATER INGRESS ALARM SYS. FOR CARGO HOLD - PRE-ALARM ACTIVATED IN ALL CARGO HOLDS DUE TO MALFUNCTION - MAIN ALARM ACTIVATED IN C/H NO.1, 2, 5 AND 7 DUE TO MALFUNCTION - OPERATION MANUAL BOOK NOT PROVIDED(S74-27/CXII/R12)——货舱进水报警系统-由于故障导致所有货舱预报警激活-在第一、二、五和七舱因故障导致主报警被激活-无法提供该报警系统的操作手册。

【分析】缺陷讲因故障,应该是系统或探头故障,应该描述清楚。

公约依据如下“1 Bulk carriers shall be fitted with water level detectors: .1 in each cargo hold, giving audible and visual alarms, one when the water level above the inner bottom in any hold reaches a height of 0.5 m and another at a height not less than 15% of the depth of the cargo hold but not more than 2 m. On bulk carriers to which regulation 9.2 applies, detectors with only the latter alarm need be installed. The water level detectors shall be fitted in the aft end of the cargo holds. For cargo holds which are used for water ballast, an alarm overriding device may be installed. The visual alarms shall clearly discriminate between the two different water levels detected in each hold;”

(2)SEA WATER INGRESS DEWATERING SYS. IN BSN STORE - FAILED TO DISCHARGE SEA WATER FROM BILGE WELL(S74-1/CII-7/R21.1.6)—在首楼的水手长物料间污水井的水不能排出舷外。

【分析】此缺陷与(1)同属一个进水报警系统,应该归为一条缺陷。

滞留依据S74-1/CII-7/R21.1.6错误,根本就没有S74-1/CII-7这一章,低级错误。

正确依据应为“SOLAS 2001-2003 Amend / Chapter XII (Reg.1~13) / Reg. 12.3 “in any dry or void space other than a chain cable locker, any part of which extends forward of the foremost cargo hold, giving an audible and visual alarm at a water level of 0.1 m above the deck. Such alarms need not be provided in enclosed spaces the volume of which does not exceed 0.1% of the ship’s maximum displacement volume.”

(3)FREEFALL LAUNCHING DRILL - FAILED TO DEMONSTRATE SECONDARY MEANS OF BOAT LAUNCHING BY DAVIT DUE TO BELOW PROBLEMS - STUCK LASHING WIRE AND JUMPING STOPPER - NOT READY BOAT SLING WIRE AND IMPROPER SLING WIRE CONNECTION * PSC OFFICER REQUESTED TO STOP THE DRILL IN THE MIDDLE OF TEST AFTER PASSING 30 MINS(S74/CIII/R19)—尾抛艇释放演习-救生艇第二种释放方式(吊放)存在下列原因-系艇钢丝卡住,并跳出钢丝停止装置,吊索没有准好且没有连结,在演习期间30分钟后,PSCO要求停止演习。

【分析】用吊放尾抛艇时,应该认真检查,迅速解开系艇装置,平时吊索之间应该保持好,但不要挂钩
